Реферат: The article considers the legal protection of the environment and analyzes the development of the environmental legislation. Resolution of issues of combination of economic and ecological interests of society and state in the process of law-making is important for conduct of ecological policy favorable for the citizens of RK. The article states that only state regulations allows to decide the problem in complex. By consideration of problems of the environmental legislation, questions of imperfection of norms ecological law are mentioned. The author considers the possibility of forming a system of environmental courts, and also raises the question of the necessity of its creation. The article gives reasons for the creation of special environmental courts in RK. The main limiting factor on the way of creation of environmental courts is the necessity of additional financing.

Реферат: This paper deals with the peculiarities of The Adventures of Tom Sawyer, The Adventures of Huckleberry Finn by Mark Twain and My name is Kozha by Berdibek Sokpakbaev. Literature is a mirror of a certain nation from the certain period of life. It doesn\'t matter whether it is a children\'s work or a classical novel, it carries the truth & social description of nation. Any representative of any period tries to cover the essence of life by the help of his character though he is a protagonist or an antagonist. For instance, if Mark Twain described the racial inequality in society by his famous children characters like Tom Sawyer & Huckleberry Finn, Theodore Dreiser who is especially known for his naturalistic novels is mainly concerned in the theme of general preoccupation with contemporary social & moral issues like unconventional concerns of men & women from the lower ranks of American society. Berdibek Sokpakbaev, the most outstanding Kazakh children writer, described the Kazakh nature, the Kazakh history and custom, the Kazakh national mode of life and of course social state of the Kazakh people through the lives of his mischievous children characters.

Реферат: Declaration about creation of the new independent state - the Republic of Kazakhstan - made problems of formation of a new journalism of the country actual. As a whole only in the period of independence of Kazakhstan development the free and democratical press of the country had an opportunity of full and comprehensive illumination of a problem of national identification of the Kazakh people.

For constructing this function we use the representation of the fundamental solution of the Laplace equation in the form of a series. Реферат: The most part of our difficulties in communication with representatives of other people is caused, as we know, by ignorance of elementary bases of cross-cultural contacts as a whole and nonverbal behavior, in particular. Now problems of research of nonverbal components of communication are almost out of sight of the linguistics and a technique of training in languages. Current programs for a foreign language for secondary schools and higher education institutions don\'t include in the content of training the concept about nonverbal means of foreign-language communication. It is explained, first by that the vast majority of teachers not fully own these means and, secondly, that by or they aren\'t presented in modern textbooks on a technique and communication, or the attention to isn\'t focused at them. The developed situation speaks to a certain extent and that the problem interestingus is studied insufficiently, is very seldom mentioned in scientific works on a technique of teaching of English as foreign.

Реферат: The representatives of Kazakh and Russian nations living in Kazakhstan are tightly connected with the rich history of the interstate and interethnic relationships. After the dissolution of the state and getting the independence, the interstate and interethnic relationships turned to a new and unexplored level. But in spite of it, the social equality is one of the most important components of the balance in the multinational country. The aim of our research is to study ethnopsychological peculiarities of the transformation of social equality idea into the moral values of behavior in the relationships of the representatives of Kazakh and Russian ethnoses in the contemporary Kazakhstan. The results of social-psychological research, it was found that there is the similarity of reactions in conflictive situations both in interpersonal and interethnic relationships among the representatives of the Kazakh and Russian ethnoses. Reactions in conflictive situations in the interethnic relationships do not depend on prejudges. It can be proved by the reference to a dominating way of positive interethnic relationships among two ethnic representatives, independently of the national peculiarities about prosocial level of moral personality consciousness.

Реферат: This article covers the biography and innovations of Khan Abylay - an eminent military man and state leader of Kazakhstan in the 18th century. The authors collected and analyzed information about the activity of this Kazakh ruler in many different sources. Themost notable of his actions were the development of agriculture and Kazakh\'s settled life. Besides, he built fortifications and restored the cities of South Kazakhstan as political, economic and military strategic centres of the country. Abylay created a guard of Tulenguts that was subordinated directly to khan. It may be considered a germ of regular army and forced punitive machinery of the country. The innovations of Abylay-khan consolidated the statehood of the Kazakhs and promoted the socio-economic development of the Kazakh society. Moreover, they predetermined the development of more progressive forms of economy -agriculture, trade and handicraft. The revealed innovations show that Abylay managed to find with perspicacity and pragmatics the priority vector for further socio-cultural evolution in Kazakh society according to the challenge of history.

Реферат: The article deals with actual issues of the history of Central Asia. In the development of scientific concepts in this article, one thing in common can be defined: was there a civilization in the steppes of Eurasia and if there is a need to accept the nomadic world as part of the civilization of the Eurasian steppes? Recently, among the scientists of the former Soviet Union a new methodological approach has been developed which is radically different from the Soviet historiography to the study of the history of a distinctive culture of the Saka tribes. The given tribes were, more or less, strong unified, as a very harmonious coexistence (prototype of the government), and a special attention is paid to the implementation of scientific materials of unique archaeological discoveries and written texts, considered as artifacts of material culture of the Saka tribes. These facts enable the emergence of new scientific development.
