The “Bolashak” program is the “trump card” in forming the personnelpotential of the country.
It is safe to say that today, the time is coming when the program "Bolashak" first enters the stage of implementation of the final cycle of its mission.

As one of the major prospects of its development, the “Bolashak” Associationsees the formation of the expert community among the “Bolashak” fellows which is competent in various areas of the state, economic and social life of the country. This community will become an authoritative community which will be listened to, whose opinions will be highly valued and respected.

The country expects that the program students will become actively involved in all processes of the state and society. For all of us it is important that potential, energy, optimism and knowledge of each graduate individually and as a whole shouldn’t be lost and should be directed to the development of Kazakhstan.

THE PURPOSE AND SUBJECT OF THE ASSOCIATION

2.1 The purpose of the Association is to combine efforts and skills of the fellows, consolidate and increase the activity of Kazakh youth for the sustainable development of the country.

2.2 The subject of the Association:

  • combining efforts, intellectual, creative and business potential of the fellows to solve socio-economic problems, to carry out creative activities which contribute to the economic, social and political progress of the Republic of Kazakhstan;
  • assisting the fellows in advanced training, mastering new forms and methods of socio-economic and management activity of the advanced native and foreign experience;
  • creating conditions for dialogue and experiences exchange of the Fellows, carrying out activities aimed at developing mutual support;
  • assisting in selecting job according to their skills, experiences and abilities;
  • implementation of measures which are aimed at enhancing the prestige of the fellows as an acting reserve personnel of civil service of the Republic of Kazakhstan;
  • promoting the formation of the country's vocational expert community by initiating extensive discussions on urgent issues, transferring ideas and international experience, analyzing and monitoring the global processes and their impact on Kazakhstan;
  • promoting the formationof a positive image of Kazakhstan in the country and abroad by propagating the achievements of the republic, cooperating with the international and native non-governmental organizations and research centers;
  • assisting in creating a highly educated patriotic youth through lectures and meetings with students, explaining the policy of the state and the President of the country;
  • revealing and professionally advancing the talented youth, gathering information about youth issues in situ to take measures for their system solution;
  • developing proposals for the draft normative legal acts and their directions to the relevant state organs and interested organizations;
  • carrying out research in various areas of social and economic life (culture, education, health, etc.) and working out recommendations on the effective solution of the existing problems;
  • conducting specialized, including international conferences, symposia, seminars, "round tables", discussions, contests and other events;
  • publication and distribution in accordance with the law of scientific, educational, informational and promotional materials, including periodicals.

2.3 The Association has the right to realize an entrepreneurial activity which corresponds to the charter purposes of the Association and does not contradict to the laws of the Republic of Kazakhstan. Incomes received by the Association from entrepreneurial activities can’t be distributed among the members of the Association, but are directed to the achievement of the charter purposes and objectives of the Association.

2.4 Specific activity types can be implemented by the Association in accordance with the legislation,only on the basis of licenses.
